We have been fortunate enough to be working on a nomination for the Central Alarm Station on Fremont Street to become a historical landmark. After submitting the nomination on Feb. 4th, the Cultural Heritage Board voted unanimously to pass it to the next step in the process. Over the next few months, the nomination will be submitted to the Planning Commission, and then to the City Council. Should the nomination complete the process, it would mean that any construction or refurbishing of the building would need to be approved by the Cultural Heritage Board- keeping the building as close to it’s original construction as possible.

We would like to thank the initial author of the nomination, Alice Van Ommeren, for seeking out additional information from the fire department. We were happy to assist Alice with research and photos of the Alarm Station, and authoring a portion of the nomination. We would also like to thank Kimberly Bowden, Tod Ruhstaller, and The Haggin Museum for allowing access to the Horice Spencer Collection.

The following is an excerpt from the nomination:

After a landslide win in June of 1924, the Gamewell Company utilized bond measures equivalent to $15 Million in today’s dollar to build a system they would call ‘superior to any other city on the Pacific Coast.’ Capitalizing on the concept promoted by other cities of having a ‘box on every corner,’ the new system would increase the number of Fire Alarm Boxes from 50 to 147. This made alerting services available and reliable in every aspect of the city. With more boxes, more circuits were added to the new system enabling to grow with the needs of the city, and an expanded organization of fire districts allowing increased efficiency in response. Multiple alarm boxes could be pulled without shorting the system, and an entirely secondary circuit loop enabled the alarm operator to alert the firehouses instantaneously, both features previously impossible. The new circuitry in the downtown and business areas were underground and immune to weather conditions, and street level sirens activated by the alarm operator would notify the public to vacate the street until the fire apparatus had passed. Perhaps the most important feature for fire and police, specifically in a time before radios, was the ability to communicate back to the alarm operator through the telegraph in the alarm box. This important feature gave firefighters the ability to call for more support and police officers the ability to contact the central station in case of emergency. The Central Alarm Station operated this and later generations of systems from 1926 to 1980, and was praised as a ‘model in all phases of efficiency.’ As Chief M. D. Murphy boast when it opened; ‘We now have the best Fire Alarm system yet devised, the people of Stockton are to be congratulated.’

    Out of the many words that come to mind when trying to explain the bond between the members of the fire department, the one that seems to always fit the best is ‘family.’ We at the Stockton Fire Department have always been fortunate enough to have caring members that strengthen our bond of family. Among these members there are a special few who are known for going above and beyond; for truly making the fire department the family it is today. Even those few hardly measure up to Walt. Those in the department who were fortunate enough to know Walt, know how much ‘the job’ meant to him- how much he cared for it.

Walt worked for an outstanding 36 years on the line, beginning in 1946. In his time, Walt worked in two of the oldest firehouses in the department before they were decommissioned; the Hunter Street house when it was Company 2 and the house on Pilgrim Street (now our union house) when it was Company 3, Walt ‘opened’ the Sonora Street firehouse in 1960 that is now our Company 2, and the Pacific Ave house in 1967 that is now our Company 4. Even after he retired Walt continued to treat the department as his family. From time to time, different firehouses were fortunate enough to have Walt stop by, and he would never be empty handed. Walt would come bearing maple bars from the local donut shop, always with one for himself and each of the crew- and two for the captain. When armed with a cup of coffee, Walt would recollect stories of ‘the good old days’ –the big fires, the different characters on the line, and of course some of the old firehouse antics. On his visits to the firehouses, Walt would often mention that in all his time on the line he never had the opportunity to Tiller the back of the Fire Truck. As time went on, Walt would come over to his old stomping grounds at Company 4 for ‘a cup,’ the guys there would try to get him up in the tiller to take a spin. Despite the repeated offers he would modestly deny. Persistent, the Truck arranged a “ride-a-long” at Bear Creek High School in Company 14’s district in order to come up to Walt’s house. Accepting no excuses, the Truck helped Walt up into the Tiller Cab and he drove the back end from his house on Lava Bed Court to Company 14’s on McNabb, near giddy the whole way. Walt was ‘broke in’ as tiller on Truck 4 that day, and would bring it up often at Over the Hill Gang lunch-ins or during rounds of golf with the guys.

Walt was a special member of the Stockton Fire Department family. Even at 86 he would have came back on the line if his body would have let him. We’ll miss you Walt, and we’ll promise to take care of ‘the job’ just as you would have.
